Update git submodules to sync and recurse properly
...
sync is needed to update repo urls when .gitmodules changes, this isn't common but if a user were to switch a submodule from a mainline to a fork without sync we wouldn't catch it.
recursive is needed because people nest submodules (including addons.mozilla.org and many other mozilla sites)
