Jack Nagel fa3d89a7c0 Use automatic mirror selection for GNU downloads 
It seems that the main GNU download site has issues in some places
outside the U.S., so we'll use the provided "ftpmirror.gnu.org" to pick
a nearby mirror.

Tianyi Cui 270cb0116b libsigsegv: version 2.8 and other updates 
1. use http rather than ftp.

HTTP is usable for all users, even for those who have only a HTTP_PROXY.

2. update homepage.

The sourceforge one is out of date.

3. Remove "--disable-debug" when "./configure".

This option is not recognized here.
