Updated unrar to 3.9.9 and changed to a Makefile
...
The installation failed with the custom "generated" cpp file.
So i changed the formula to use the supplied Makefile.

Respect CXX in unrar formula
...
LTO seems to miscompile this one, disable it.
It doesn't improve the code here anyways.
Closes Homebrew/homebrew#317 .

s/require 'brewkit'/require 'formula'/g
...
brewkit.rb changes ENV destructively, so lets not do that everytime a formula
is required. Now it's possible for other tools to require a formula
description without worrying about side-effects.
