The long build conflict check is not very reliable. @BrewTestBot merged #109404
despite the "no long build conflict" label being applied to #98809.
I think `icu4c` can be merged in the next week or so, so let's prevent
merge conflicts from being introduced in the meantime.
Now that we have a `deuniversalize_machos` method available for use in
formulae, we shouldn't be adding new formulae to this allowlist.
I'm adding myself here to make sure I can chime in when someone tries
to, but also so that I can more quickly spot problems with the
`deuniversalize_machos` method, if any.
I don't watch Homebrew/homebrew-core any more (as other maintainers
are doing a great job of the formula work without my help) but I do
want to ensure that I keep on top of changes to certain files.
As a result, add a `CODEOWNERS` file so I can be requested for review on
changes to these files:
