add the handler console command
...
sometimes, as a user, you need to start a handler
but don't want to exit your current console context.
The new handler command allows a user to spin up a handler
in background job without switching contexts

the async output fix was put in the parent UI IO
class when it only really makes sense in stdio.
Those ctrl sequences will noly be understood if output to a
