Fix up comment splats with the correct URI

See the complaint on #4039 . This doesn't fix that particular
issue (it's somewhat unrelated), but does solve around
a file parsing problem reported by @void-in

improve URI path and parameter handling

switch from PATH to TARGETURI datastore;
use normalize_uri to build uri;
use query in send_request_cgi to to prepare query string (instead of
vars_get that escapes the necessary semicolons)
