Jonas Gorski 12dab95f47 brcm63xx: update irq affinity code to latest version 
Reduces code size a bit and sets affinity to boot cpu by default.

Jonas Gorski ef061ea83a brcm63xx: remove non runtime detect and refresh affinity patches 
Remove the non runtime detect code since its effectiveness is dubious
and almost never used.
Also update affinity patches to work on top of it.
