The SUBDIRS variable has been removed in kernel 5.4, and was deprecated
since the beginnig of kernel git history in favour of M or KBUILD_EXTMOD.

This reverts commit 8176431963 ("mt76: probe load mt7615 driver
asynchronously"). After said commit, users report that MT7615 no longer
works on boot and they have to manually enable WiFi (via command "wifi") to
make it working again.

USB support doesn't necessarily mean that there's
PCI support available so move that to the drivers
which requires PCI support. This applies to the
sunxi platform for instance.
