Serial output was broken since 3.16 for shared uarts between
kernel and login. Fix this by adding a fix sent upstream.
While at it, drop a useless patch that adds duplicate code.

Make the behaviour of clk_get_rate consistent with common clk's
clk_get_rate by accepting NULL clocks as parameter. Some device
drivers rely on this, and will cause an OOPS otherwise.
