The HIFN driver is a PCI driver, thus requires PCI support to be enabled
to compile. Therefore let it depend on PCI..
Should fix mvebu builds.

OCF_CRYPTOSOFT uses both symbols form crypto_hash and crypto_blkcipher,
so let it select these through kernel config.
Fixes the following build error:
