Jo-Philipp Wich adb1566009 tools: tar: use .bz2 archive 
The "tar" utility is required to bootstrap XZ which is required to handle
.tar.xz archives, therfore revert to using the bz2 archive.

Alexey Brodkin c41506625a tools/tar: Bump to 1.29 
This change updates tar from 1.28 to 1.29.
Among other changes following commit
