Add initial version of the new Image Builder It's still a bit rough in a few places, but it seems to work for Broadcom at least - other targets untested. SVN-Revision: 6071

This is essentially a stripped-down version of the buildroot
with precompiled packages, kernel image and image building tools.
You can use it to generate custom images without compiling anything
IB: use online repositories Change the IB packaging to only embed libc, kernel and kmod packages by default and generate repositories.conf to refer to the remote package repositories.
