Provide more detailed error messages

Use the sqlite3_errmsg() API to retrieve more specific error
messages.

eg. Attempting to exec 'CREATE TABLE ExistingTableName (...)'
will now report 'table already exists: ExistingTableName' rather
than 'SQL logic error or missing database'
