Tonis Tiigi bc42fdd9c9 gha: handle missing blob gracefully ... FromRemote now calls CheckDescriptor to validate if the blob still exists. Otherwise cache loading fallback does not get triggered because cache is actually lazily pulled in only on exporting phase.
