buildctl debug: dump-{llb,metadata,bolt}

- dump-llb: renamed from old `dump`. Now supports specifying LLB by
filename as well (for consistency with other commands)
- dump-metadata: new command for dumping metadata.db
- dump-bolt: new command for dumping arbitrary boltdb file
