Added pre-flight ingest of current menu (from a different repo). This
will "fail safe" if the new menu cannot be retrieved, since the service
will still start.
Updated site-layout.html template to use a relative path for menu.html.
This is the HTML section for the menu, which is automatically synchronized
at startup with the github version.
